The news: Meta changed its ad policies so that Threads advertisers no longer have to have a matching Instagram profile. Additionally, advertisers who don’t have an Instagram presence will be able to launch ads on Threads.
This comes after a busy year where Meta expanded Threads ads globally, updated its Marketing API, added more brand-safety controls, and expanded available ad formats.
What it means: Meta is trying to make Threads a distinct, independent advertising channel without giving up the cross-platform data advantages that make its overall ad ecosystem so powerful.
However, Threads still isn’t a dominant player in the social landscape on its own, and the engagement data that Meta pulls from Facebook and Instagram remains crucial for it to target, measure, and sell ads. We expect Threads US ad revenues will reach $1.01 billion this year, accounting for 0.7% of total social network ad spending and 1.0% of Meta social network ad spending.
The average advertiser also likely has an Instagram account already, meaning the lack of a requirement for an Instagram profile to use Threads may not be enough to drive a substantial new chunk of ad spending.
Implications for marketers: As Meta separates Threads and Instagram operationally, Threads-first advertisers can treat this as a low-cost opening to pilot Threads placements independent of Instagram creative and compare results as Meta rolls out more formats and safety tools.
In addition, if Meta stops treating Instagram engagement as a proxy for Threads interest, marketers should watch whether Threads-specific measurement tools mature fast enough to fill the gap.
