ChatGPT earns search engine designation in the EU, cements AI’s role in discovery

The news: The European Commission (EC) deemed ChatGPT a very large online search engine (VLOSE) after the genAI platform exceeded a threshold of 45 million average monthly users in the region.

The EC stated that ChatGPT counts as a search engine because of its ability to engage with and respond to user questions, including by searching the web.

  • The designation under the EU’s Digital Services Act (DSA) means ChatGPT has four months to comply with requirements, including detailing risk mitigation efforts and increased transparency around advertising, algorithm design, and content moderation decisions.
