Google’s AI defense deal opens federal dollars, ignites ethical debate

The news: Google signed a classified AI contract with the Department of Defense (DoD), giving the Pentagon access to its AI models and agreeing to adjust its own safety filters at the government's request, per The Information.

The agreement’s wording, specifically using Google’s AI for “any lawful government purpose,” is reminiscent of the language that put Anthropic at odds with the DoD over a similar deal in February. 

Anthropic refused to drop explicit safeguards around mass domestic surveillance and autonomous weapons; the Pentagon responded by designating it a supply chain risk, a label Anthropic is contesting in court.

Why it's worth watching: Before the deal was signed, it drew internal opposition.

  • More than 600 Google employees sent a letter to CEO Sundar Pichai urging him to reject the contract and arguing that proximity to the technology creates a direct responsibility to prevent its most dangerous applications.
  • In March, over 900 Google employees and 100-plus OpenAI employees signed a public pledge of solidarity with Anthropic, per Engadget.

Legal experts note the contract’s “not intended for” language is non-binding—leaving no enforceable restrictions on use.

OpenAI struck its own Pentagon deal in March, retaining “full discretion” over its safety stack following public backlash. Google now faces the same scrutiny: Billions in potential federal revenues on one side, reputational and ethical pushback on the other should its technology be deployed in military contexts.

Implications for the tech industry: The latest wave of tech-defense contract deals shows how non-binding safeguards that fail to reassure employees or customers can result in internal petitions and brand erosion. 

Tech companies should treat ethical guardrails as a structural business commitment built into contracts from the start. Changing those standards for lucrative contracts risks future deals.
